AFT Colorado Proudly Endorses Proposition HH

We are pleased to announce that after careful review, AFT Colorado has chosen to endorse Proposition HH which will appear on the ballot this November.
Progressive majorities in both chambers of the state legislature worked together to build Proposition HH as a referred ballot measure. This work was in response to the dramatic rise in property taxes that Coloradans across the state are facing – largely due to a rise in home values and from the repeal of the Gallagher amendment in 2020, and the growing threat of ballot measures filed by anti-tax groups that would decimate school funding.
Proposition HH will pay for the property tax relief it provides, making it a responsible approach to the property tax crisis many communities across Colorado are facing. Through a modest change in the TABOR cap calculation, Proposition HH will secure new state revenue to backfill and protect the budgets of Colorado’s public schools and other critical local services that rely on property tax revenue.
Proposition HH is an important step towards ensuring schools have the resources they need to support educators and students across the state. After public schools and other local services receive backfill funding, any remaining revenue from the change in the TABOR cap calculation will be deposited into the State Education Fund. Over time, the amount of retained revenue deposited into the State Education Fund will grow, with the potential to increase funding for public schools by hundreds of millions or billions of dollars each year through the end of the measure.
AFT Colorado’s members have led the fight to adequately fund Colorado’s public schools for many years, and that work will still continue. While no single school finance policy can constitute a silver bullet, we know that Proposition HH will have a historic impact on Colorado’s public schools and the state’s ability to adequately fund them.
